Director of Rail Transportation

EDUCATION and EXPERIENCE
Bachelor’s Degree in Business Administration, Transportation, Engineering, or a related field. Must have at least ten years of professional level experience in transportation services for a medium to large transit organization; five of those years must have been in rail transportation services. A minimum of three years at a management level is required. Must have broad knowledge of budget management, administration, and human relations. In lieu of a degree, directly related management experience may be substituted on a year-for-year basis.
INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.
Directs work programs for the Office of Rail Transportation, including labor responsibilities for all represented and non-represented personnel within the Office. Directs and coordinates the operating functions of the Office of Rail Transportation to ensure the safe and efficient operation of the rapid rail service. Directs and coordinates Station Services operations to ensure quality customer service at MARTA rail stations. Prepares, reviews, and updates office operating procedures; maintains executive liaison with Senior Staff and related agencies within and outside of the Authority; participates in collective bargaining activities and serves as a permanent member of the Internal Labor Relations Council.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Plans, develops, and oversees implementation of long- and short-range strategies and programs for the Office to support the Authority’s and Department’s goals, objectives, and strategic plan.
2. Directs the overall activities of the Office, including directing the operating functions of the Office to ensure safe and efficient operation of the rapid rail service.
3. Develops and submits for approval operating and capital budgets for the Office. Reviews managers’ budgets. Manages within approved budget.
4. Ensures coordination and cooperation between the Office and all other MARTA work units. Makes recommendations and presentations to the Board of Directors on matters pertaining to the Office.
5. Performs other duties as assigned.
This position has been identified as having responsibility for transit safety oversight at MARTA and is required to comply with the training requirements identified in the Authority’s Agency Safety Plan. Training requirements must be completed within 3 years of employment.
This position has been identified as SAFETY SENSITIVE.
