Basic Functions

 

Manages the development and implementation of comprehensive programs for system wide elements for bus, mobility, rail transit and infrastructure.  Oversees the design, integration and preparation of contract specifications for complex systems, including but not limited to, train control, SCADA (Supervisory Control and Data Acquisition), traction power, communications, vehicles, fire protection, corrosion control, fare collection and specialized software systems.

 

Provides support throughout the full system project life-cycle including planning, design, implementation, testing, operations & maintenance support, decommissioning, refresh/rehabilitation and replacement of systems based on useful life. Recommends improvements through revisions and/or additions based on latest industry standards and guidelines and changes to codes and federal, state, and local regulations.  Provides direction and support of the Authority’s Configuration Management Plans, as they pertain to life safety and security systems.

 

Ensures coordination and cooperation among disciplines and all other MARTA business units to ensure interface requirements are addressed.  Makes recommendations and presentations to the Executive Management Team (EMT) or Board of Directors on technical matters pertaining to Systems Engineering. Provides technical oversight to the General Engineering Consultant’s (GEC) and specialized A/E firms.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.  Manages and directs the development and implementation of comprehensive programs for system wide elements for bus, mobility, rail transit and infrastructure.

2. Oversees the design, integration and preparation of contract specifications for complex systems, including but not limited to, train control, supervisory control and data acquisition (SCADA), traction power, communications, vehicles, fire protection, corrosion control, fare collection and specialized software systems.

3. Provides support throughout the full system project life-cycle including planning, design, implementation, testing, operations and maintenance support and decommissioning. This includes refresh, rehabilitation and replacement of systems.

4.  Evaluates existing systems design criteria; recommends improvements through revisions and/or additions based on latest industry standards and guidelines. 5.  Manages and oversees the program management of contracts during the design, manufacturing, installation, and testing to ensure requirements of the Contract are met.  Coordinates contract activities with Technology, Contracts and Procurement, Legal, Budget, Finance, Architecture, Construction and Project Controls.

6.  Provides direction and support of the Authority’s Configuration Management Plans, as they pertain to life safety and security systems.

 

7.  Makes recommendations and presentations to the Executive Management Team (EMT) or Board of Directors on technical matters pertaining to Systems Engineering.

8.  Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES

 

Manages and supervises all personnel assigned to Systems Engineering and oversees all systems work performed by General Engineering Consultant (GEC) or specialized systems consultants. Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
